Bridge Hydraulics and Scour

Ensuring bridge structures are of sufficient size, that natural flooding is not worsened, and the structures can withstand the design flood remaining traversable are of extreme importance in keeping communities connected.  It is no secret that bridge scour is the largest cause of bridge failure in the United States. At Vortex we focus on accurate prediction of design scour depths for bridges over riverine waterways keeping costs in check and the safety of the public as our number one priority.

PD&E Studies

 Carefully following the process outlined in the Project Development and Environmental (PD&E) Manual of Florida Department of Transportation (FDOT) to comply with the National Environmental Policy Act (NEPA) of 1969, Vortex provides services to complete Pond Siting Reports (PSR), Location Hydraulic Reports (LHR), and Bridge Hydraulic Reports (BHR) for any roadway facility ranging from interstates, arterials, collectors and local roads.

Roadway Drainage Design

Vortex provides engineering services for all aspects of roadway drainage design, including storm drain systems, retention/detention facilities, ditches, cross drains, side drains, optional culvert materials, and floodplain impacts and mitigation. We use the most advanced stormwater design technology to avoid errors and omissions and deliver a high-quality product to our clients.

Standard Engineering Reviews

It is essential that Technical Reviewers check to see that applied standards, codes, and design criteria are appropriate for the project under review.  We ensure that the appropriate methodology is applied correctly and verify the accuracy of calculations. At Vortex, we understand review processes are critical for quality assurance through our vast experience in reviews of drainage connection permits, roadway plans, LHRs, PSRs, and BHRs.

Vortex Leadership

Francina Gil is the owner/founder and Water Resources Engineer of Vortex. She graduated cum laude with a Bachelor of Science in Civil Engineering from Rutgers, The State University of New Jersey in 2011. Francina is a licensed professional engineer in the State of Florida and has served as Drainage Engineer of Record for numerous projects throughout her career. She is well versed in Interconnected Channel and Pond Routing (ICPR), Open Roads Designer (ORD) drainage modeling, Geopak Drainage, and drainage plan production. Her experience involves many aspects of roadway drainage design including storm drain systems, culverts, ditches, retention/detention facilities, bridge scour, permitting services, feasibility, and PD&E studies. She is experienced in FDOT standards and local municipalities such as Volusia County, Osceola County, and the City of Orlando.

​Francina is active in various engineering organizations. She served on the Board of Women’s Transportation Seminar (WTS) as the Scholarship Chair from 2019 to 2021. Francina is currently working with the Florida Engineering Society (FES) Central Florida Chapter’s Sponsorship and Social Media Committees.
